Route 1: unified e-visa for an eligible citizenship

If the passport country is on the official list and the trip meets the e-visa conditions, the application is completed through the official MFA portal. The MFA states that no invitation or confirmation is required.[2]

Do not buy a tourist invitation for an e-visa application. A UAE residence permit does not change the e-visa's citizenship rule, permitted purposes, entry conditions or official decision process.

Route 2: regular tourist visa filed from the UAE

The Dubai consulate states that visa applications are submitted through the Russian Visa Application Center in Dubai. Its general instructions list the application, original passport, photograph, visa-support document, insurance, travel document, passport and residence-permit copies among the filing items.[3]
