How Long Does a Russian Visa Invitation Take for Japanese Citizens?

Japanese applicants deal with two separate tasks. The invitation, formally a Confirmation of admission of a foreign tourist together with a Tourist Voucher, is issued electronically by a Russian tour operator in minutes. The standard tourist-visa filing route is then the official Russian Visa Center in Tokyo, where you must follow the current acceptance procedure before travelling.

Do not plan ordinary tourist-visa filing at Osaka or Sapporo based on older information. The Osaka Consulate currently suspends ordinary visa acceptance, while Sapporo directs standard visa documents to the Tokyo Center and describes a separate direct exception only for private visas.

How the data-check stage works

During Moscow working hours the issuance is fully automated. You enter passport data, travel dates and the Russian cities you intend to visit, and pay from $19. The system produces the confirmation and the voucher, links them to the operator's entry in Russia's Unified Federal Register of Tour Operators, and emails the PDF with a verification code. Nothing is posted from Russia and no stamped original is required.

Japan runs six hours ahead of Moscow, so an evening order in Tokyo lands in Moscow's afternoon and is processed at once, while an early-morning Japanese order arrives before the Moscow working day begins and is handled shortly after it starts. Russian public holidays push orders into a manual queue until the next working morning, so actual delivery timing depends on working hours and any required manual checks.

The current standard tourist-visa route in Japan

For a standard tourist visa, use the official Russian Visa Center in Tokyo. The Center states that it is authorized by the Russian Embassy in Japan to accept the documents required for a Russian visa. Prepare the electronic visa application and tourist voucher first, then recheck the Center’s current acceptance procedure before travelling.

The Osaka Consulate’s current notice directs applicants to the Tokyo Center because ordinary visa acceptance is temporarily suspended there. Sapporo’s current visa information likewise states that standard visa documents are accepted through the Tokyo Center; its separately published direct telephone-appointment route is for private visas, not an ordinary tourist application.

How far ahead to order

Start with the current Tokyo Visa Center route, then work backwards from your intended submission date. Order the invitation when your passport data and travel dates are ready, so that its validity window comfortably covers the visa dates you will request. Build practical buffer for the Center’s current acceptance procedure and for Japanese and Russian public holidays.

There is no advantage in ordering the invitation months ahead. It takes minutes, and its validity must cover your requested visa dates, so early ordering only raises the chance of needing a reissue if plans shift. Confirm your passport has at least six months of validity beyond your intended exit from Russia and two blank pages before preparing the file.

Where Japanese applicants lose time

The most common avoidable delay is assuming that the nearest consulate will accept an ordinary tourist file. Applicants who live outside Tokyo should confirm the current Tokyo Visa Center route before ordering an invitation or arranging travel. That prevents a preventable trip to a location that is not accepting standard tourist-visa applications.

The second is romanisation. Japanese passports render names in Latin script using a specific romanisation, and the invitation must reproduce that rendering exactly, including how long vowels are handled and the order of family and given names as the passport prints them. Applicants who enter a familiar Western-style ordering or a different romanisation create a mismatch caught at the counter.

The third is assuming a paper original must arrive from Russia. It does not: follow the official Tokyo Visa Center’s current document instructions for the standard tourist route, so waiting for a courier from Moscow adds time for no benefit.
