Ottawa: in-person appointment and no-mail rule
The Embassy's Ottawa guidance repeats the country-wide no-mail rule: the visa application, passport and money order must be delivered in person and by appointment. Treat that as a filing constraint, not a suggestion to use a courier or a third-party mailing service.
The Embassy makes an exception to the appointment requirement only for limited emergency travel situations, such as urgent medical treatment or serious illness or death of a close relative. Ordinary tourist planning should use the official appointment route.
