Quick answer

German citizens can use Russia's unified e-visa for a qualifying trip without an invitation, or apply for a regular tourist visa supported by a travel confirmation from a Russian tour operator. The correct route depends on the current e-visa limits and the intended trip.

Choose the correct Russia entry route

An e-visa and a regular tourist visa are different procedures. Order an invitation only when the regular tourist visa route requires it.

Unified e-visa

Germany is on the current Russian MFA unified e-visa country list. The route is applied for online and does not require a tourist voucher, confirmation or inviting organisation. Check the live MFA portal for the current entry, stay, border-point, application-window and fee rules.

Regular tourist visa

The Russian Embassy's tourist-visa page lists a passport, application, photograph, travel medical insurance, evidence of intention to return and a travel confirmation from a Russian tour operator. Use the checklist of the post or centre that will receive the application.

The regular tourist route requires the tour-operator travel confirmation described by the Embassy. The unified e-visa route does not use an invitation.

Where to submit

For direct filing at the Russian Embassy's consular section in Berlin, the Embassy requires an appointment through berlin.kdmid.ru and does not accept visa documents by post. Its current page identifies a Berlin visa-centre option when a direct appointment is unavailable. Other German posts require their own current service check.

How the regular tourist visa process works

1

Confirm the entry route

Check whether the unified e-visa fits your trip. If not, follow the regular tourist visa procedure.

2

Prepare the tourist invitation

For a regular tourist visa, obtain the voucher and confirmation using exactly the same passport and travel data.

3

Complete the official application

Fill in the Russian MFA visa application and prepare the documents listed by the responsible embassy, consulate or visa centre.

4

Follow the local submission instructions

For direct filing at the Russian Embassy's consular section in Berlin, the Embassy requires an appointment through berlin.kdmid.ru and does not accept visa documents by post. Its current page identifies a Berlin visa-centre option when a direct appointment is unavailable. Other German posts require their own current service check.

5

Wait for the consular decision

The invitation provider does not issue the visa. The Russian consular authority reviews the complete application and makes the decision.

Visa routes beyond tourism

Use a visa category that matches the actual purpose of travel. A tourist invitation cannot replace an employer, university, family or organization sponsor.

Work, study and private visits

Work visas require employer-sponsored documents, student visas require an educational institution, and private visas use the applicable host procedure. Do not order a tourist invitation for those purposes.

After preparing your tourist voucher and application, review the Russian visa submission in Berlin before filing. The local page explains the confirmed route and links to the official source.
