Need a regular tourist visa instead?

Filipino citizens do not need an invitation for the unified e-visa. Choose your citizenship below only if you intend to use the regular tourist-visa route that requires a voucher and confirmation.

Short answer

Yes. Philippine passport holders are on the current Russian unified e-visa list. Eligibility is based on citizenship, not residence. The current e-visa is single entry, valid for 120 days from issuance and permits a stay of up to 30 days. It does not require an invitation. Apply only through the official MFA portal and recheck its live fee, insurance, passport and entry-point rules before submission.

Eligibility follows the passport, not the country of residence

The Russian MFA’s current country list includes the Philippines.[1] A Philippine citizen living in Manila, Dubai, London or another country remains eligible on the basis of Philippine citizenship. Residence becomes relevant if the traveller chooses a regular visa and must use a mission serving the country of lawful residence.

Eligibility does not mean every trip fits the e-visa. Check the travel purpose, entry count, stay length, passport, insurance and intended border point on the central portal before applying.[2]

A residence permit from an eligible country does not create e-visa eligibility for a different passport. The citizenship shown in the travel document controls.

Current unified e-visa rules for Filipino citizens

For applications submitted from 23 August 2025, the Russian Embassy in the Philippines states that the unified e-visa is valid for 120 days from issuance and permits a stay of up to 30 days.[3] It remains a single-entry document.

The central MFA portal says the application window opens 86 days before expected entry and closes 4 days before expected entry. It describes processing as no more than four calendar days after a complete application is submitted.[2] These are official processing rules, not a guarantee that an incomplete or inaccurate application will be usable for a planned trip.

Use the central Russian MFA e-visa website or its official mobile application.[2] Create the application, enter passport and trip information accurately, upload the required images, provide the requested insurance information and pay the fee displayed by the official portal.

The fee and technical instructions can change, so this guide does not substitute a fixed third-party price or screenshot. Save the application identifier and check status through the same official channel.

  • Use the same passport for the application and border crossing.
  • Copy names, passport number and dates exactly.
  • Check that medical insurance is valid for the Russian Federation under the portal’s current rules.
  • Confirm the planned entry and exit points are permitted for unified e-visa travel.
  • Carry the e-visa notification and supporting trip information in the form requested by the official portal.

When a regular tourist visa may fit better

E-visa eligibility does not prevent a Filipino citizen from applying for a regular tourist visa. Consider the regular route when the desired entry pattern, travel category or itinerary does not fit the e-visa rules, or when the traveller deliberately prefers consular filing.

For a regular tourist visa, the Russian Embassy in Manila lists a printed and signed application, photo, qualifying passport, and both tourist voucher and confirmation from an authorised Russian travel agency.[4] The invitation supports that application; it is not required for the e-visa and does not guarantee visa issuance.

Frequently asked questions

Are Filipino citizens eligible for the Russian e-visa?

Yes. The Philippines appears on the Russian MFA’s current eligible-country list. Eligibility is based on citizenship.

How long can a Filipino stay in Russia with the e-visa?

Under the current rules for applications submitted from 23 August 2025, the e-visa is valid for 120 days and permits a stay of up to 30 days. It is single entry.

When can I submit the e-visa application?

The central MFA portal states that an application may be submitted no earlier than 86 days and no later than 4 days before the expected entry date.

Does a Filipino e-visa applicant need a Russian invitation?

No. The unified e-visa route does not require a tourist invitation or hotel confirmation.

Can a Filipino citizen still choose a regular tourist visa?

Yes. E-visa eligibility does not exclude the regular route. The regular application then follows the responsible mission’s checklist and requires the applicable tourist support documents.

Does living outside the Philippines change e-visa eligibility?

No. Citizenship controls e-visa eligibility. Residence may affect which Russian mission handles a regular visa application and what lawful-stay evidence it requests.
