Tourist Voucher vs Visa Support Letter for Indian Citizens: Which Do You Need?

The two documents are not interchangeable

A business support letter, by contrast, is issued on the Russian host's letterhead or as a Ministry-issued invitation with a registration number. It names the host organisation, its address and registration data, the purpose and duration of the visit, the cities to be visited, and who bears financial responsibility for the traveller. Consular officers scrutinise business documents more closely than tourist vouchers, because the resulting visa is longer and more permissive.

Start from the purpose of travel as you will declare it on the application form, because that declaration must be consistent with your supporting document. If the purpose is tourism in any form, the tourist pair is the correct and only sensible choice. If the purpose is commercial activity with a specific Russian counterparty, you need business documentation from that counterparty, and as an Indian citizen you cannot substitute a purchased business invitation for it.

Because tourist visas for Indian citizens are typically issued for shorter windows than business visas, some travellers assume they should pursue the business route to get a longer visa.
