How Long Does a Russian Visa Invitation Take for Indian Citizens?

Two different clocks: invitation versus visa

Indian applicants routinely confuse two timelines, and the confusion costs trips. The invitation (formally the Confirmation of admission of a foreign tourist plus the Tourist Voucher) is issued by a Russian tour operator, not by any government office, and arrives as a PDF by email. The visa is issued afterwards by the Russian Embassy or a consulate on Indian soil, and only they control that part of the schedule.

Because the invitation is electronic, its issuance is measured in minutes rather than days. What actually determines your total timeline is the consular stage and, for applicants outside Delhi, Mumbai, Kolkata and Chennai, the time your documents spend travelling to and from a consular city.

What happens in the five minutes

During Moscow working hours the process is fully automated. You enter passport data, travel dates, the cities you intend to visit, and pay from $19. The tour operator's system generates the confirmation and voucher, assigns a reference number tied to the operator's entry in Russia's Unified Federal Register of Tour Operators (PTO 015681 in our case), and emails you the PDF with a verification code. Roughly 88 percent of our Indian orders are paid and delivered within the first hour of the customer arriving on the site.

Orders placed late at night Moscow time or over Russian public holidays fall into the manual review queue and are delivered the next working morning, which is why the guarantee is stated as 24 hours rather than 5 minutes. In practice, an order placed from Mumbai at 10 in the morning IST lands in your inbox before you finish your coffee.

The consular stage: what Indian applicants should expect

The Russian Embassy in New Delhi (Shantipath, Chanakyapuri) and the consulates general in Mumbai, Kolkata and Chennai each accept documents during a narrow morning window, typically 9:00 to 12:00 on working days. Standard processing runs 5 to 10 working days. Unlike some European missions, the Indian missions do not publish a guaranteed express tier for tourist visas, so treat 10 working days as your planning figure rather than 5.

Applicants from cities without a Russian mission, which is most of India, add transit time. If you are in Bengaluru, Hyderabad, Ahmedabad or Pune, your documents travel to Chennai, Mumbai or New Delhi and back, adding two to six days in each direction depending on the courier and the agent's batching schedule. This transit time, not the invitation, is what usually breaks tight timelines for Indian travellers.

How far ahead to order

Because the invitation is instant, ordering it early buys you nothing except the risk that your travel dates change. Order it once your dates are firm and your passport is in hand. The invitation's validity window must cover the visa dates you request, so a change of plan means a reissue, and while reissues are quick, they are avoidable friction.

The sensible sequence for an Indian applicant is: fix your dates, order the invitation the same week you intend to submit documents, and submit within a few days of receiving it. Working backwards from your departure, allow at least three weeks if you are in a consular city and four to five weeks if your documents must travel. For summer travel and the New Year period, when Indian outbound volumes spike, add a further week of buffer.

Where Indian applicants lose time unnecessarily

The single most common delay we see with Indian orders is a mismatch between the name on the passport and the name entered on the invitation order. Many Indian passports carry initials rather than expanded given names, or carry no surname field at all, and applicants instinctively type their name the way they write it socially. The invitation must reproduce the passport's machine-readable zone exactly. A mismatch is caught at the consular counter, sends you home, and costs a full submission cycle.

The second is assuming the invitation needs to arrive as a stamped paper original from Russia. It does not: the Indian missions accept the printed electronic invitation for tourist visas. Waiting for a courier from Moscow adds a week for no benefit.
